[Bug] Disbanding Staff Departments

Decided to see if I could disband a staff department since it gave me the option. Seems like it worked.

    Department manager
  2. What world were you on when the problem took place?

I have put an additional check in place to where you would need to be a GM Lead account rank level or higher to globally disband Staff level departments.

Checked and verified that R7 cannot disband staff departments anymore, thanks.
