[Bug] When at 0 UC donating to the department does not trigger the usual error message when donating

when at 0 UC, if you try to donate UC to the department, it doesnt do it but does not give the usual bug message.

A visual bug also happens due to this with the money you have, showing a much larger amount than you actually have. But it does not allow you to use it, so its only visual and not actual UC.

Mostly seems to be if I try to give more money to the department than I have, but after I trigger it like that, some money changes trigger it again.

I put in an additional check in place to where if you have less money then what you are trying to donate it shouldn’t go through. This donation system however does have a client side check as well to where if you donate more than you have it will just take the amount of UC you have currently and donate it all to the deparment which is a bit odd. Let me know if you still get this behavior after this patch coming up.
